ІСТОРИЧНІ ВІХИ ІНСТИТУЦІОНАЛІЗАЦІЇ РЕНТНИХ ДОХОДІВ У СИСТЕМІ УПРАВЛІННЯ АГРАРНОЮ СФЕРОЮ УКРАЇНИ
Анотація
Недосконалість законодавства, що регулює відносини земельної власності та землекористування та незавершеність інституційних реорганізацій в українському сільськогосподарському секторі призвело до формування різних форм латентного розподілу фактичної оренди землі. Економічного система та її показники розраховуються незалежно від розміру фактичної оренди землі. Отже, приватні власні сільськогосподарські угіддя не розглядаються як джерело доходів господарського сектору.
Для розвитку системи аграрних відносин у сучасній Україні принципове значення має насамперед питання про становлення механізму розподілу земельної ренти. Зберігається невідповідність економічної реалізації приватної власності, її юридичне закріплення є однією з основних причин низької ефективності використання земельних ресурсів у сучасній економіці України. Фактичним власником є той, хто привласнює надприбуток від експлуатації земельних угідь. Дискусійність ж обгрунтованості різноманіття форм власності на землю або домінування приватної власності не має самостійного значення поза цієї проблематики, оскільки привласнення ренти є головною формою реалізації власності на ресурси.

HISTORICAL MILESTONES OF INSTITUTIONALIZATION OF RENT INCOME IN THE SYSTEM OF MANAGEMENT OF AGRARIAN SPHERE OF UKRAINE
Summary
The imperfection of legislation regulating the relations of land ownership and land use and the incompleteness of institutional reorganizations in the Ukrainian agricultural sector has led to the formation of various forms of latent distribution of actual land lease. The economic system and its indicators are calculated regardless of the size of the actual lease of land. Consequently, private own agricultural land is not considered as a source of income of the economic sector.
For the development of the system of agrarian relations in modern Ukraine, basic importance is, first of all, the issue of the formation of a mechanism for distributing a land rent. The inconsistency of economic realization of private property is maintained, its legal consolidation is one of the main reasons for the low efficiency of the use of land resources in the modern economy of Ukraine. The actual owner is the one who appropriates an advantage from the exploitation of land. The discussion of the same validity of the diversity of ownership of land or domination of private property does not have an independent importance beyond this issue, since the appropriation of rent is the main form of realization of ownership of resources.
One of the main elements of radical transformation of the socio-economic system of Ukrainian society at the end of the XX century. Of course, another attempt to solve a land issue. Features of the historical process in Ukraine have largely identified the lack of evolutionary character in the development of land relations. Returning to the last domestic experience in reforming land relations, it should be noted that, despite the adoption of relevant normative acts, denationalization of land resources for a number of years was exclusively declarative. However, absence throughout the post-Soviet period of a fundamental decision by the state on the priority of private ownership of land and supporting it by the majority of the population led to the halfity and inconsistency of land transformations in modern Ukraine.
Thus, at the initial stage of transformations in the domestic agrarian sector, an attempt was made to form a transformation of land relations through total privatization of lands located in the use of agricultural enterprises.
