МОДЕЛЮВАННЯ ІНФРАСТРУКТУРИ ПІДПРИЄМНИЦТВА НЕОІННОВАЦІЙНОГО УПРАВЛІННЯ НА НАЦІОНАЛЬНОМУ ТА РЕГІОНАЛЬНОМУ РІВНЯХ В УМОВАХ ДЕЦЕНТРАЛІЗАЦІЇ
Анотація
У статті розглянуто моделювання інфраструктури підприємництва неоінноваційного управління на національному та регіональному рівнях в умовах децентралізації. Доведено, що імплементація нової інфраструктури в інституціональну матрицю, а також реалізація принципово нової політики на ринку праці повинні стати головними передумовами формування пріоритетів розвитку підприємництва в умовах інноваційної економіки. Забезпечення техніко-технологічного розвитку вітчизняних підприємств можливе лише за наявності конкурентоспроможного персоналу на ринку праці, який здатен проводити наукові дослідження, реалізовувати інноваційні ідеї. Таким чином, з метою реалізації методології неоінноваційного формування державних пріоритетів розвитку підприємництва на національному та регіональному рівнях існує потреба у створенні такої інфраструктури підприємництва та ринку праці. Запропоновані рекомендації щодо формування інфраструктури підприємництва на національному та регіональному рівнях необхідно використовувати державним посадовцям, підприємцям та менеджерам інфраструктурних елементів.

MODELING THE BUSINESS INFRASTRUCTURE OF NEO-INNOVATION MANAGEMENT AT THE NATIONAL AND REGIONAL LEVELS IN THE CONTEXT OF DECENTRALIZATION
Summary
The article considers the modeling of the business infrastructure of neo-innovation management at the national and regional levels in the context of decentralization. It is proved that the implementation of the new infrastructure in the institutional matrix, as well as the implementation of a fundamentally new policy in the labor market — should be the main prerequisites for the formation of priorities for business development in an innovative economy. The definition of business infrastructure in the innovative economy as a set of organically interconnected highly efficient elements of private, collective and state ownership, which are rationally built into the institutional matrix, clearly structured according to the technological chain, provide active business consulting, service and provide innovation resources, aimed at transforming progressive scientific knowledge into a new market national product. Ensuring technical and technological development of domestic enterprises is possible only if there are competitive personnel in the labor market who are able to conduct research, implement innovative ideas, actively disseminate know-how in production, which will change the extensive development of industry to intensive, as well as promote new markets for highly competitive products. Thus, in order to implement the methodology of neo-innovative formation of state priorities for business development at the national and regional levels, there is a need to create an infrastructure of entrepreneurship and labor market that would meet the requirements of all stakeholders of the economy, had an optimal structure. based on rapid mobility, in accordance with the changing requirements and changing goals of socio-economic development of the state. The proposed recommendations for the formation of business infrastructure at the national and regional levels should be used by government officials, entrepreneurs and infrastructure managers. This will allow in the process of forming state priorities for entrepreneurship to create a model of domestic infrastructure that would ensure effective transformation of the institutional matrix and meet the needs of entrepreneurs in resources at each stage of innovation.
