АКТУАЛЬНІ ПИТАННЯ ЗАПОБІГАННЯ КОНТРАБАНДІ НА ПРИКОРДОННИХ ТЕРИТОРІЯХ В УМОВАХ РОЗВИТКУ СИСТЕМИ ІНТЕГРОВАНОГО УПРАВЛІННЯ КОРДОНАМИ
Анотація
У статті зазначено, що концептуальні підходи до протидії контрабанднній діяльності на прикордонних територіях в умовах розвитку системи інтегрованого управління кордонами закладені в Стратегії інтегрованого управління кордонами на період до 2025 р. від 24 липня 2019 р. № 687-р. Розкрито зміст основних загроз у сфері прикордонної безпеки. Визначено чинники, які впливають на формування та розвиток контрабандної діяльності. Акцентовано увагу на тому, що проєкт "Підтримка Європейського Союзу у зміцненні інтегрованого управління кордонами в Україні (EU4IBM)", спрямований на підтримку впровадження реформ у сфері управління безпекою державного кордону щодо їх відповідності до стандартів Європейського Союзу. В межах проєкту відбуватиметься технічне переоснащення прикордонних підрозділів, спільні навчання та тренінги із запобігання корупції.

CURRENT ISSUES OF PREVENTION OF SMUGGLING IN BORDER TERRITORIES IN THE CONDITIONS OF DEVELOPMENT OF THE SYSTEM OF INTEGRATED BORDER MANAGEMENT
Summary
The article notes that the conceptual approaches to combating smuggling in border areas in the development of an integrated border management system are laid down in the Strategy of Integrated Border Management for the period up to 2025 from July 24, 2019 № 687-r. Thus, according to the current legislation, it is aimed at: optimizing control procedures at the border with ensuring the appropriate level of security; prompt response to offenses at the state border outside checkpoints; control over the marine situation, which provides a rapid response to its changes; selective control based on risk analysis and assessment, which ensures minimization of threats at the border; introduction of a mechanism for coordinating the activities of the subjects of integrated border management, which ensures their effective cooperation; introduction of an effective mechanism of international cooperation for the development of integrated border management in Ukraine, etc. The content of the main threats in the field of border security is revealed. The factors influencing the formation and development of the situation related to smuggling activities have been identified. It is noted that the effective counteraction of smuggling activities in the border areas in terms of the development of the integrated border management system involves the implementation of the following measures: arrangement of the state border of Ukraine with modern equipment; reforming the customs security system of Ukraine taking into account the international experience of the world's leading states; optimization of the list of products, goods, material values and other goods subject to customs duty rates, in accordance with the provisions of foreign trade agreements, balances of production and consumption in the domestic market, the interests of domestic exporters and importers; improving the organization of professional training and retraining of staff of the SBGS, SFS of Ukraine and other law enforcement agencies, etc. The content and purpose of the project "EU Support to Strengthening Integrated Border Management in Ukraine (EU4IBM)", funded by the European Union and implemented by the International Center for Migration Policy (ICMPD), aimed at supporting reforms that bring the Ukrainian border management system to the standard and best practices of the European Union within the Strategy of Integrated Border Management of Ukraine.
