ТЕОРЕТИЧНІ ОСНОВИ ЗАБЕЗПЕЧЕННЯ СОЦІАЛЬНО-ЕКОНОМІЧНОЇ БЕЗПЕКИ НА РЕГІОНАЛЬНОМУ РІВНІ
Анотація
Обгрунтовано сутність соціально-економічної безпеки, що складається в єдності необхідних умов життєдіяльності суспільства в двох взаємозалежних аспектах: соціальному (проявляється в підвищенні рівня життя населення, всебічний розвиток людського капіталу, зростанні якості середовища проживання, створення умов, що пом'якшують міжетнічні та міжнаціональні протиріччя) та економічному (проявляється загалом у здатності економіки забезпечити процес відтворення незалежно від зовнішніх впливів, в розвитку галузей і виробництв, що визначають зростання національного добробуту).
Виділено види соціально-економічної безпеки, що визначають сталий розвиток країни та її регіонів: 1) оборонна; 2) соціально-демографічна; 3) економічна; 4) фінансова; 5) екологічна; 6) інноваційна; 7) продовольча; 8) дорожньо-транспортна; 9) енергетична; 10) інституційна, пов'язана зі створенням і функціонуванням організаційних структур, законів і правил поведінки, що забезпечують ефективну участь у глобалізації та інформатизації економіки, інноваційну та ділову активність, міжфірмове, міжнаціональне, міжрегіональне та міждержавне співробітництво в поліпшенні якості економічного зростання.

THEORETICAL FUNDAMENTALS OF SOCIO-ECONOMIC SECURITY AT THE REGIONAL LEVEL
Summary
The analysis shows that simply the production of the maximum number of goods for a long time does not guarantee the economic security of society. The very term "economic security" is insufficient when looking at developed countries. You can import technology, investment, etc., and some time to progress technologically (and this despite the fact that imports already imply a certain degree of dependence, the question is only to the extent of its criticality), but if in parallel with these processes or at certain times in society elements such as social instability, national conflicts, and the weakness of state institutions are introduced, a prosperous country is unlikely to be created, and hopes for stable economic growth will also have to be broken. Therefore, we note once again that based on the importance of the social factor, it would be more comprehensive to determine the socio-economic security of society (country, region).
It is established that the essence of socio-economic security of the region is, first of all, to ensure socio-economic development of the region in order to achieve economic progress, improve the quality and standard of living of the population on the basis of available resource opportunities in the region. It should be borne in mind that the socio-economic security of the region is always an assessment category that characterizes the state of the socio-economic system of the region, its stability and stability, as well as the degree of its protection primarily from external threats.
Socio-economic security of the region is directly related to regional opportunities for growth, namely production, labor, scientific and technical, demographic, labor, natural resources, organizational, agricultural, recreational, environmental and other resources.
Substantiated that the socio-economic security of the region consists in the unity of the necessary conditions of society in two interrelated aspects: social (manifested in improving living standards, comprehensive development of human capital, increasing the quality of living environment, creating conditions to mitigate interethnic and interethnic contradictions) and economic (manifested in general in the ability of the economy to ensure the process of reproduction independently of external influences, in the development of industries and industries that determine the growth of national welfare): 1) defense; 2) socio-demographic; 3) economic; 4) financial; 5) ecological; 6) innovative; 7) food; 8) road transport; 9) energy; 10) institutional, related to the creation and functioning of organizational structures, laws and rules of conduct that ensure effective participation in globalization and informatization of the economy, innovation and business activity, inter-firm, international, interregional and interstate cooperation in improving the quality of economic growth.
