ЗАРУБІЖНИЙ ТА ВІТЧИЗНЯНИЙ ДОСВІД ФУНКЦІОНУВАННЯ СИСТЕМИ ПУБЛІЧНОГО УПРАВЛІННЯ В УМОВАХ СТАНОВЛЕННЯ ІНФОРМАЦІЙНОГО СУСПІЛЬСТВА
Анотація
У дослідженні визначено специфічні ознаки порядку функціонування органів публічного управління як єдиної системи регулювання соціально-економічних відносин на етапі розвитку інформаційних технологій та становлення інформаційного суспільства. Обгрунтовано доречність звернення органами державного та муніципального управління до використання сучасних інформаційно-комунікаційних технологій при вирішенні соціально-економічних проблем.
Процес розробки та впровадження сучасних інформаційно-комунікаційних технологій розглянуто на основі зарубіжного досвіду. Класифіковано основні моделі процесу розбудови інформаційного суспільства, які мають відмінності залежно від специфіки державного регулювання соціально-економічних відносин. Доведено, що такий підхід пов'язано з потребою підвищення рівня інформаційної активності на державному та регіональному рівнях щодо використання різних інформаційних контентів для вирішення соціально-економічних проблем.
Узагальнено фактори, які визначають ефективність інформаційних систем органів державного та регіонального регулювання, а також рівня якості прийнятих управлінських рішень. Наведено конкретний приклад прояву інформаційних технологій у діяльності структур державного регулювання, зокрема функціонування web-сайтів окремих органів управління, ефективність яких має забезпечуватись шляхом реалізації послідовних заходів.
Проведено паралелі партисипативного підходу до функціонування системи громадської влади у вигляді реалізації концепції "Відкритого уряду" та участі громадян для питаннях розбуди демократичного суспільства. Доведено, що у діяльності державних органів управління затребуваним є узгодженість у використанні інформаційних відомостей при розробці та реалізації управлінських рішень.

FOREIGN AND DOMESTIC EXPERIENCE OF PUBLIC ADMINISTRATION SYSTEM FUNCTIONING IN THE CONDITIONS OF INFORMATION SOCIETY FORMATION
Summary
The analysis identifies specific features of the order of functioning of public administration as a single system of regulation of socio-economic relations at the stage of development of information technology and the formation of the information society. Author's approaches by scientists of various fields, in particular economists, lawyers, IT specialists on the development and functioning of the public administration system in the conditions are generalized of the societies information formation.
The model of functioning of public administration in the domestic structure of modern information communications is analyzed. The relevance of the appeal of state and municipal authorities to the use of modern information and communication technologies in solving socio-economic problems is substantiated.
The process of development and implementation of modern information and communication technologies is considered on the basis of foreign experience. The main models of the process of building the information society are classified, which have differences depending on the specifics of state regulation of socio-economic relations. It is proved that this approach is related to the need to increase the level of information activity at the state and regional levels on the use of various information content to solve socio-economic problems.
The factors that determine the effectiveness of information systems of state and regional regulators, as well as the level of quality of management decisions are summarized. A concrete example of the manifestation of information technologies in the activities of state regulatory structures, in particular the functioning of websites of individual governments, the effectiveness of which should be ensured by implementing consistent measures.
The parallels of the participatory approach to the functioning of the system of public power in the form of the implementation of the concept of "Open Government" and the participation of citizens for the development of a democratic society. It is proved that in the activity of state governing bodies consistency in the use of information in the development and implementation of management decisions is in demand.
