СУЧАСНІ ЗАСАДИ ФОРМУВАННЯ МЕХАНІЗМІВ НАДАННЯ АДМІНІСТРАТИВНИХ ПОСЛУГ У ПУБЛІЧНОМУ УПРАВЛІННІ
Анотація
Зазначено, що одним з найважливіших показників соціального та економічного рівня розвитку України є ступінь задоволеності населення якістю надання адміністративних послуг у публічному управлінні. Удосконалення механізмів надання адміністративних послуг у публічному управлінні є передумовою розвитку держави на сучасному етапі. У зв'язку з цим основною метою адміністративної реформи, що проводиться є перехід до якісно нової моделі публічного управління, заснованої на принципах переважання інтересів громадян, їх прав і свобод. Для досягнення зазначеної мети потрібно створити ефективну інфраструктуру надання адміністративних послуг, яка гарантувала б забезпечення максимального задоволення потреб населення адміністративних послуг.
Обгрунтовано, що поява нових технологій надання адміністративних послуг вимагає адекватного адміністративно-правового реагування, що відповідає сучасним завданням трансформації системи державного управління в Україні, зумовлює необхідність поглиблення теорії надання адміністративних послуг у взаємозв'язку з концепцією взаємодії громадян і влади, що змінилася, в тому числі в частини співвідношення таких категорій як "електронне урядування", "функції органів публічної влади" та "електронна державна послуга", ставить перед науковцями та практиками непросте завдання пошуку ефективних правових рішень у галузі організації надання адміністративних послуг, а також удосконалення та розвитку їх адміністративно-процедурної регламентації.
Визначено, що сьогодні застосування інформаційно-комунікаційних технологій у діяльності органів виконавчої є одним із головних чинників розвитку сучасної правової держави. Їхнє повсюдне використання та широке поширення призводять до істотних змін у соціальній, політичній, економічній, культурній та інших сферах життя суспільства.

MODERN BASIS FOR FORMING MECHANISMS FOR PROVIDING ADMINISTRATIVE SERVICES IN PUBLIC ADMINISTRATION
Summary
It is indicated that one of the most important indicators of the social and economic level of development of Ukraine is the degree of satisfaction of the population with the quality of the provision of administrative services in public administration. Improving the mechanisms for the provision of administrative services in public administration is a prerequisite for the development of the state at the present stage. In this regard, the main goal of the ongoing administrative reform is the transition to a qualitatively new model of public administration based on the principles of the prevalence of the interests of citizens, their rights and freedoms. To achieve this goal, an effective infrastructure for the provision of administrative services should be created, which would guarantee maximum satisfaction of the needs of the population of administrative services.
It is substantiated that the emergence of new technologies for the provision of administrative services requires an adequate administrative and legal response that meets the modern tasks of transforming the system of public administration in Ukraine, necessitates deepening the theory of the provision of administrative services in conjunction with the changed concept of interaction between citizens and authorities in terms of the ratio of categories such as "electronic management "," functions of public authorities "and" electronic state service ", which poses a difficult task for scientists and practitioners to find effective legal solutions in the field of organizing the provision of administrative services, as well as to improve and develop their administrative and procedural regulation.
It has been determined that today the use of information and communication technologies in the activities of executive authorities is one of the main factors in the development of a modern legal state. Their widespread use and wide distribution lead to significant changes in the social, political, economic, cultural and other spheres of society. Recently, the relevance of the issue of using information and communication technologies by executive authorities has grown significantly. This is due to the ongoing informatization and modernization of public administration in the country, caused by the aggravation of such negative phenomena as: a low level of quality and efficiency in the provision of administrative services, ineffectiveness of decisions made, an increase in corruption risks, ineffective use of budget funds, etc.
