ЗАПРОВАДЖЕННЯ ID-КАРТОК ГРОМАДЯН ЯК ОДНА З ОСНОВНИХ СКЛАДОВИХ УСПІШНОГО РОЗВИТКУ ДЕРЖАВНОГО УПРАВЛІННЯ ЗА ДОПОМОГОЮ ВИКОРИСТАННЯ НОВІТНІХ ІНФОРМАЦІЙНИХ ТЕХНОЛОГІЙ
Анотація
У статті висвітлено поняття та інформацію про можливі сфери використання ID-карток як однієї зі складових розвитку державного управління за допомогою використання новітніх інформаційних технологій з метою надання покращених адміністративних послуг громадянам. Розглянуто впровадження електронних паспортів в Україні, а також проаналізовано успішний досвід використання ID-карток різними країнам.

INTRODUCTION OF CITIZENS ID-CARDS — ONE OF THE MAIN COMPONENTS OF THE SUCCESSFUL DEVELOPMENT OF PUBLIC ADMINISTRATION THROUGH THE USE OF NEW INFORMATION TECHNOLOGIES
Summary
The concept and the level of ID-cards as one of the components of public administration through the use of new information technologies to provide improved public services to citizens is discussed. We consider the introduction of electronic passports in Ukraine, and also analyze the successful experience of the use of ID-cards in different countries.
Summarizing the foregoing, we conclude that with the advent of modern information — communication technologies in public administration, a new opportunity to improve communication between citizens and government institutions exists. One such mechanism is the decision on the introduction of ID-card for Ukranian citizens, which reduces the number of times in various documents and information that need to be presented to citizens when applying to government and other institutions, because all the information will be available on one card electronically. The new document, which will be issued to citizens of Ukraine, is significantly protected against forgery and is designed to confirm the holder's identity and citizenship. With an integrated electronic contactless chip, the introduction of ID-card opens up new opportunities for the creation of electronic services and the simplification of administrative services.
