МЕХАНІЗМИ ДЕРЖАВНОГО РЕГУЛЮВАННЯ РЕСУРСНИМ ПОТЕНЦІАЛОМ ТЕРИТОРІЙ

Анотація

Визначено, що при виборі напрямів територіального розвитку головним аргументом на користь того чи іншого вибору з'являться соціальні результати, перш за все зміна параметрів якості життя. За обмеженого економіко-правового суверенітету регіонів потрібно певна адміністративна вправність, щоб ефективно мобілізувати фінансові та правові ресурси регіону, необхідні для розробки і реалізації Комплексної програми регіонального розвитку. Однак щоб такі документи стали дієвим інструментом регулювання соціально-економічного розвитку українських територій, в їх розробці та здійсненні необхідне дотримання деяких фундаментальних умов. Зазначено, що конституційний принцип структурної модернізації України полягає в єдності правового та економічного простору, тобто всі території вільні і відповідальні у виборі соціально-економічної політики, якщо, по-перше, діють у рамках обмежень, що накладаються законодавством, по— друге, не чинять перешкод вільному переміщенню праці і капіталу. Однак, вибудовуючи власну політику, вони не повинні ігнорувати базова умова сучасного світу — співпраця і розглядати можливості кооперації як одна з умов ефективної реалізації власного ресурсного регіонального потенціалу. Різниця ресурсних потенціалів регіонів території виражається, передусім у різній виробничо-структурної організації їх народногосподарських комплексів. Адекватне використання наданих самої географією можливостей співпраці дозволило б успішніше вирішувати соціальні завдання всіх територій. Деяка хиткість економічних зв'язків між ними нині відбивається, наприклад, у тому, що навіть концепції соціально-економічного розвитку окремих територій будуються за мовчазної взаємне ігнорування можливостей фінансової та виробничої інтеграції, розумної кооперації і, природно, фактичних преференцій, що випливають з раціонального розподілу праці.

MECHANISMS OF STATE REGULATION OF RESOURCE POTENTIAL OF TERRITORIES

Summary

It is determined that when choosing the directions of territorial development, the main argument in favor of one or another choice will be social results, especially the change of quality of life parameters. With limited economic and legal sovereignty of the regions, a certain administrative skill is required to effectively mobilize the financial and legal resources of the region necessary for the development and implementation of the Comprehensive Regional Development Program. However, for such documents to become an effective tool for regulating the socio-economic development of Ukrainian territories, in their development and implementation it is necessary to comply with certain fundamental conditions. It is noted that the constitutional principle of structural modernization of Ukraine is the unity of legal and economic space, ie all territories are free and responsible in choosing socio-economic policy, if, firstly, they operate within the limits imposed by law, and secondly, do not obstacles to the free movement of labor and capital. However, when building their own policy, they should not ignore the basic condition of the modern world — cooperation and consider the possibilities of cooperation as one of the conditions for the effective realization of their own regional resource potential. The difference in the resource potentials of the regions of the territory is expressed, first of all, in the different production and structural organization of their economic complexes. Adequate use of the opportunities for cooperation provided by geography itself would allow to more successfully solve the social problems of all territories. Some volatility of economic ties between them is now reflected, for example, in the fact that even the concepts of socio-economic development of individual territories are built on tacit mutual disregard for financial and industrial integration, smart cooperation and, of course, actual preferences arising from rational division of labor. The modified model of intersectoral balance, described above, allows you to choose the most suitable computational scheme. Thus, to calculate the efficiency of structural shifts that have already taken place over a period of time, it is advisable to use the statistical model of intersectoral balance as the simplest and most convenient to work with. The structural policy of the region should be based on the development of a methodology for optimizing the structural aspects of the progressive economic development of the territory. Taking into account these aspects in the practice of developing programs for the development of economic systems allows to ensure the achievement of optimal macroeconomic indicators of the functioning of the region's economy. The policy of structural transformations in the region provides for the analysis and forecasting of both already formed and projected structural changes in the regional economy.
