ОСОБЛИВОСТІ ДЕРЖАВНОГО РЕГУЛЮВАННЯ ТРАНСПОРТНО-ЛОГІСТИЧНОЇ СФЕРИ УКРАЇНИ

Анотація

Статтю присвячено особливостям державного регулювання транспортно-логістичної сфери України в агропромисловому комплексі. Визначено роль та місце держави у розвитку і функціонуванні транспортно-логістичної системи, а також здійснено аналіз основних напрямів вдосконалення та покращення механізмів державного регулювання логістики в АПК з урахуванням сучасних напрямів розвитку державної політики в умовах соціально-політичних та економічних змін. Зазначено, що пріоритетним напрямом державного регулювання залишається вдосконалення нормативно-правового забезпечення розвитку транспортної системи і ринку транспортних послуг. В Україні діє єдина логістична система, яка потребує вдосконалення та реформування. Основною її задачею є підтримка рівня відповідності вимогам суспільного виробництва; дотримання вимог національної безпеки, наявність розширеної інфраструктури, забезпечення зовнішньоекономічних зв'язків України. Потреба у високо розвинутій транспортно-логістичній системі ще більш посилюється при інтеграції України в Європейську і світову економіку і може стати базою ефективного входження України в світову спільноту.

PUBLIC ADMINISTRATION PECULIARITIES OF THE TRANSPORT AND LOGISTICS SPHERE OF UKRAINE

Summary

The article is devoted to the peculiarities of public administration of the transport and logistics sphere of the agro-industrial complex of Ukraine. It was defined the state participation in the development and functioning of the transport and logistics system. It was analyzed the main directions for improving the public administration mechanisms of agro-logistics, taking into account the state policy directions in the context of socio-political and economic changes. It was noted that the priority direction of public administration is the improvement of regulatory support for the development of the transport system and the transport service market, including the creation of an appropriate laws and regulations. There is a unified logistics system in Ukraine that needs improvement and reforming. Its main task is to maintain the level of compliance with the requirements of social production; compliance with national security requirements; the expanded infrastructure availability; the arrangements of foreign economic relations of Ukraine. The need for a highly developed transport and logistics system is further enhanced by Ukraine's integration into the European and world economy system and can become the basis for Ukraine's effective entry into the world community.
