СПЕЦИФІКА ДЕРЖАВНОГО РЕГУЛЮВАННЯ ВИМУШЕНОЇ МІГРАЦІЇ В УКРАЇНІ ЗА УМОВ АНТИТЕРОРИСТИЧНОЇ ОПЕРАЦІЇ
Анотація
Досліджено специфіку державного регулювання міграційних процесів в Україні за умов збройного конфлікту. Вона полягає у створенні відповідних профільних інститутів, які координують діяльність органів влади на регіональному та національному рівнях. Проведено аналіз змін "від низу до верху" в інституціональному механізмі державного регулювання міграційних процесів. А саме: від практичних потреб до необхідних органів державного управління; від виникнення певних функцій, процедур, механізмів взаємодії органів влади з громадянським суспільством на регіональному/місцевому рівні до створення нормативно-правової бази, спеціальних структур на національному рівні.
Обгрунтовано, що у процесі державного регулювання міграційних процесів не було враховано той факт, що компактне розселення внутрішньо переміщених осіб ускладнює інтеграцію в місцеві громади та загрожує сегрегацією цієї категорії населення. Встановлено, що реалізація комплексної програми щодо вирішення проблем внутрішньо переміщених осіб гальмується через недостатню фінансову самостійність регіонів, перевантаження соціальних служб. На сьогодні в Україні розроблено і запроваджено відповідну нормативно-правову базу без урахування специфіки державного регулювання міграційних процесів на місцевому рівні.
З'ясовано, що особливостями державного регулювання міграційних процесів в умовах збройного конфлікту на сході України є одночасне посилення ролі держави та місцевих органів влади в регулюванні міграційних процесів, формуванні дієвого механізму взаємодії між органами влади і громадськими організаціями в реалізації політики щодо внутрішно переміщених осіб.

SPECIFICITY OF STATE REGULATION OF FORCED MIGRATION IN UKRAINE IN THE CONDITIONS OF ANTITERRORIST OPERATION
Summary
The specifics of state regulation of migration processes in Ukraine in the conditions of armed conflict are explored. It consists in the creation of relevant profile institutes that coordinate the activities of the authorities at the regional and national levels. The analysis of changes "bottom-up" in the institutional mechanism of state regulation of migration processes was conducted. Namely: from practical needs to the necessary bodies of state administration; from the emergence of certain functions, procedures, mechanisms of interaction between authorities and civil society at the regional / local level to create a legal framework, special structures at the national level.
It is substantiated that the process of state regulation of migration processes did not take into account the fact that the compact resettlement of internally displaced persons complicates integration with local communities and threatens the segregation of this population. It is established that the implementation of a comprehensive program for solving the problems of internally displaced persons is hampered by insufficient financial autonomy of the regions, overload of social services. Today Ukraine has developed and implemented the relevant legal and regulatory framework without taking into account the specifics of the state regulation of migration processes at the local level.
It's clarified that the peculiarities of the state regulation of migration processes in the conditions of armed conflict in the east of Ukraine are simultaneously strengthening the role of the state and local authorities in regulating migration processes, forming an effective mechanism of interaction between authorities and public organizations in implementing policies on internally displaced persons.
