ПІДХОДИ ДО РОЗРОБКИ МЕХАНІЗМІВ ДЕРЖАВНОГО РЕГУЛЮВАННЯ АНТИКРИЗОВОГО РОЗВИТКУ РЕАЛЬНОГО СЕКТОРУ ЕКОНОМІКИ
Анотація
У статті запропоновано антикризові механізми в реальному секторі економіки розглядати як сукупність важелів, методів та інструментів, що забезпечують досягнення балансу соціальної, економічної, екологічної та інституційної складових стійкого розвитку. Встановлено, що при розробці механізмів державного регулювання антикризового розвитку реального сектору економіки ключові параметри визначаються технологічним, кадровим і фінансовим потенціалом, які відображають сукупність необхідних ресурсів для подолання існуючого дисбалансу. Обгрунтовано принципи державного регулювання антикризового розвитку реального сектору економіки.
The article suggests anti-crisis mechanisms in the real sector of the economy to consider as a set of levers, methods and tools that ensure achievement of the balance of social, economic, ecological and institutional components of sustainable development. It was established that in developing an anti-crisis strategy for industrial development, key parameters are determined by the technological, personnel and financial potential, which reflect the set of necessary resources to overcome the existing imbalance.
To overcome the negative dynamics of industrial development in the country developed anti-crisis strategy. It is determined that the target objects of the anti-crisis strategy of industrial development for the perspective period are the following: to improve the structure of industry (by stimulating the development of export-oriented and import-substituting industrial production; situation in the country); balance of socio-economic development; rational use of territorial resources; reliable functioning of production, social and other infrastructures; the required standard of living of the population. Implementation of the proposed strategy will ensure the sustainability of the evolutionary process and the implementation of innovative modernization in the real sector of the economy.
The principles of state regulation of anti-crisis development of the real sector of the economy are grounded.
