ЕВОЛЮЦІЯ ПОГЛЯДІВ НА ФОРМУВАННЯ ІНСТИТУЦІЙНОГО СЕРЕДОВИЩА ЯК СКЛАДОВОЇ ДЕРЖАВНОГО МЕХАНІЗМУ ІНФОРМАЦІЙНОГО ЗАБЕЗПЕЧЕННЯ РОЗВИТКУ РЕГІОНУ
Анотація
Досліджено питання про причини і чинники виникнення, поширення, закріплення і зміни інститутів, які носять не тільки теоретичний характер. Таким чином, інститут характеризується цілою низкою ознак, і відмінність хоча б одного з них вимагає вважати відповідні інститути різними. Найбільш важливою характеристикою інститутів для цілей інституційного проектування класифікації інститутів, є ознаки: формальні структури для невизначеної групи учасників; формальні структури для певної групи учасників.
Визначено, що за своєю природою інститути представляють собою звичні способи реагування на стимули, які створюються цими обставин, що змінюються. Інститути — це, по суті справи, поширений образ думки про те, що стосується окремих відносин між суспільством і особистістю і окремих виконуваних функцій.
Особливої уваги заслуговує з точки зору віднесення системи інститутів до різних рівнів, де інститути поділяються на: макроекономічні, що визначають перебіг макроекономічних процесів; мезоекономічних, що поширюють дію на мезоекономічних структури (галузі, регіони, вертикальні комплекси та тощо); мікроекономічні, що відносяться до прийняття рішень, діяльності та взаємодії організацій (підприємств), а також взаємодії між підприємствами і зацікавленими в їх діяльності суб'єктами; наноекономічні, що визначають соціально-економічну поведінку окремих агентів — індивідів. Згідно з парадигмою інституційної економіки, дії агентів розгортаються не "в чистому полі" вільного ринку, а в сильно "пересіченій місцевості", наповненою різноманітними інститутами — організаціями, правилами, традиціями тощо. Інститути, надаючи економічним суб'єктам інформацію про правила господарської поведінки, створюють середовище для реалізації їх економічних можливостей, забезпечуючи впорядкованість і спрямованість взаємодії.

EVOLUTION OF VIEWS ON THE FORMATION OF THE INSTITUTIONAL ENVIRONMENT, AS A COMPLEX STATE MECHANISM OF INFORMATION DEVELOPMENT IN THE REGION
Summary
The question of the causes and factors of the emergence, spread, consolidation and change of institutions that are not only theoretical in nature are investigated. Thus, the institute is characterized by a number of features, and the difference of at least one of them requires that the corresponding institutions are different. The most important characteristic of institutes for the purposes of institutional designing of the classification of institutions is the following: formal structures for an indefinite group of participants; formal structures for a particular group of participants.
It is determined that institutions by their nature are the usual ways of responding to the incentives created by these changing circumstances. Institutes — this is, in fact, a common way of thinking about the relationship between a particular relationship between society and the individual and the individual functions performed.
Particular attention deserves from the point of view of the classification system of institutions to different levels, where the institutions are divided into: macroeconomic, determining the flow of macroeconomic processes; mesoeconomic, affecting mesoeconomic structures (industries, regions, vertical complexes, etc.); microeconomics related to decision-making, activity and interaction of organizations (enterprises), as well as interaction between enterprises and those interested in their activities; nanoeconomic, determining the socio-economic behavior of individual agents — individuals. According to the paradigm of the institutional economy, the agents' activities are not deployed in the "pure field" of the free market, but in a very "rough terrain" filled with diverse institutions — organizations, rules, traditions, and the like. Institutions, providing economic actors with information on the rules of economic behavior, create an environment for the realization of their economic opportunities, ensuring orderliness and direction of interaction.
