ВЕКТОР РОЗВИТКУ МІГРАЦІЙНОЇ ПОЛІТИКИ В ЄВРОПЕЙСЬКОМУ СОЮЗІ ТА ЙОГО ВИКОРИСТАННЯ В УКРАЇНСЬКИХ РЕАЛІЯХ
Анотація
У статті досліджено характерні риси міграційної політики Європеського Союзу внаслідок інтенсифікації світових міграційних потоків, зокрема в процесах трудової та стаціонарної міграції. Приділено увагу дослідженням вітчизняних та закордонних вчених у напрямі дослідження європейського досвіду у виробленні та реалізації державної міграційної політики щодо окремих країн та регіонів. У ході наукового дослідження публікацій вчених приділено увагу прикордонному контролю з метою забезпечення обліку та контролю нелегальних мігрантів та біженців, а також питанню безпеки і національних інтересів. Висвітлено комплексний підхід у питанні міграції, що має включати низку заходів, спрямованих на врегулювання міграційних потоків до Євросоюзу. Запропоновано модель імплементації закордонного досвіду до українських реалій до розробки національної стратегії регулювання міграційних потоків. Розкрито покроковість виконання кожного з елементів моделі закордонного досвіду до українських реалій. Узагальнено взаємовідносини між Євросоюзом та Україної в межах визначення основного напряму формування української міграційної політики.

VECTOR OF DEVELOPMENT OF MIGRATION POLICY IN THE EUROPEAN UNION AND ITS USE IN UKRAINIAN REALITIES
Summary
The article examined the characteristics of the migration policy of the European Union, as a result of the intensification of global migration flows, in particular in the processes of labor and stationary migration. The attention was paid to researches of domestic and foreign scientists in the direction of study of European experience in the development and implementation of state migration policy for individual countries and regions. During the scientific research of the publications of scientists, attention was paid to border control in order to ensure the registration and control of illegal migrants and refugees as well as issues of security and national interests. The integrated approach in the issue of migration is highlighted, which should include a series of measures aimed at regulating migration flows to the EU. The model of implementation of foreign experience to Ukrainian realities is proposed to the development of a national strategy for regulating migratory flows. The step-by-step implementation of each element of the model of foreign experience to the Ukrainian realities is revealed. The relationship between the EU and Ukraine is generalized within the framework of determining the main direction of the formation of Ukrainian migration policy. The main directions of migration policy in the EU countries are highlighted, namely: 1) ensuring the migration process by the general relations between the authorities and migrants, taking into account the needs and capacities of individual countries, the adaptation of migrants to the environment of the recipient country is also one of the important directions; 2) reduction of manifestations of illegal migration, elaboration of an algorithm of action for the return of an illegal migrant to the country of origin or transit; 3) introduction of new approaches in relation to the current requirements of the migration process in the border control; 4) use of measures of the European system that provides shelter to different categories of migrants; 5) the exchange of information between the recipient countries and donor countries in the migration policy.
