ОРГАНІЗАЦІЯ УПРАВЛІННЯ В НАДЗВИЧАЙНИХ СИТУАЦІЯХ: ПРОБЛЕМИ ТА ШЛЯХИ ЇХ ВИРІШЕННЯ
Анотація
У статті зазначено, що діяльність органів управління і сил системи цивільного захисту (ЦЗ) при реагуванні на надзвичайні ситуації (НС) не в повній мірі забезпечують належний рівень організації ефективних заходів протидії існуючим загрозам. Установлено, що одним із основних напрямів розв'язання існуючих проблем є врегулювання системи управління ЦЗ на державному рівні через побудову ієрархічно організованої моноцентричної структури управління на заміну існуючої поліцентричної системи, що основана на діяльності кількох владно-організаційних органів управління та координації, і заміна її єдиним органом управління при реагуванні на НС та ліквідації їх наслідків, проведенні аварійно-рятувальних та інших невідкладних робіт. З'ясовано, що основними завданнями комісій з ліквідації НС є організація та координація дій органів виконавчої влади, підприємств, установ, організацій, спрямованих на виконання заходів щодо ліквідації НС та забезпечення життєдіяльності постраждалого населення. Доведено, що ключова роль у системі управління ліквідацією НС покладається на керівника робіт з ліквідації наслідків НС, який несе персональну відповідальність за управління аварійно-рятувальними та іншими невідкладними роботами з ліквідації наслідків НС та має право на особисте прийняття рішень. Наголошено, що в обставинах реальної НС організація управління, навіть за відсутності повноважень щодо прийняття рішень на регіональному або національному рівнях, як правило, є функцією оперативних сили ЦЗ, підпорядкованих Державній службі України з надзвичайних ситуацій (ДСНС), що в повній мірі відповідає положенням Єдиної державної системи цивільного захисту. Розглянуто проблеми в організації управління в НС, для вирішення яких в системі державного управління у сфері ЦЗ доречно здійснити заходи законодавчого регулювання.

ORGANIZATION OF MANAGEMENT IN EXCESSIVE SITUATIONS: PROBLEMS AND WAYS FOR THEIR SOLUTION
Summary
The article states that the activities of the civil defense control bodies and forces of the civil defense system (CS) in responding to emergency situations (NS) do not fully ensure an adequate level of organization of effective measures to combat existing threats. It has been established that one of the main directions of solving existing problems is the regulation of the central government control system at the state level through the construction of a hierarchically organized monocentric management structure to replace the existing polycentric system based on the activities of several government and organizational bodies of management and coordination, and replacing it with a single the management body in response to the HC and liquidation of their consequences, conducting emergency rescue and other urgent work. It was clarified that the main tasks of the NA liquidation commissions are the organization and coordination of activities of executive authorities, enterprises, institutions, organizations aimed at implementation of measures to liquidate the National Assembly and ensure the vital activity of the affected population. It is proved that the key role in the management system of liquidation of the National Assembly lies with the head of the work on liquidation of consequences of the National Assembly, which bears personal responsibility for the management of emergency rescue and other urgent work on liquidation of consequences of the National Assembly and has the right to personal decision-making. It is stressed that in the circumstances of the real NA, the management organization, even in the absence of decision-making powers at the regional or national levels, is usually a function of the operational forces of the Central Committee subordinated to the State Service of Emergencies of Ukraine (DSNC), which fully complies with the provisions of the Single state civil protection system. The problems in the organization of management in the National Assembly are considered, for solving which in the system of public administration in the sphere of the Central Committee it is appropriate to implement legislative regulation.
