МЕХАНІЗМ ПРОТИДІЇ ЗОВНІШНІМ ТА ВНУТРІШНІМ РИЗИКАМ ФІНАНСОВОЇ БЕЗПЕКИ ДЕРЖАВИ
Анотація
У статті розроблено механізм протидії зовнішнім та внутрішнім ризикам фінансової безпеки держави. Зокрема виокремлено пріоритети підвищення загальної ефективності функціонування державної фінансової системи як провідного регулюючого інструменту ринкових відносин. Виділено зовнішні та внутрішні загрози фінансовій безпеці країни. Окреслено проблеми у сфері державного забезпечення фінансової безпеки. Запропоновано заходи щодо уникнення та ліквідації проблем у сфері державного забезпечення фінансової безпеки в межах механізму протидії зовнішнім та внутрішнім ризикам фінансової безпеки держави.

THE MECHANISM OF COUNTERACTION TO EXTERNAL AND INTERNAL RISKS OF STATE FINANCIAL SECURITY
Summary
Problem setting. The external and internal threats of the state financial security cause a number of the corresponding problems, which negatively affect the general financial and economic processes of interaction of the state with other countries, and, thereby, cause complications of the general social and economic situation in the country.
Recent research and publication analysis. The state financial security was the subject of research of numerous scientists.
However the mechanisms allowing avoiding effectively external and internal threats of the state financial security in present transformational conditions still demand formation and realization.
Paper objective. The purpose of article is developing and implementation of the mechanism of counteraction to external and internal risks of the state financial security.
Paper main body. The mechanism of counteraction to external and internal risks of the state financial security is developed in the article. In particular, the priorities of increase in overall effectiveness of functioning of the state financial system as the leading regulating tool of the market relations are allocated. The external and internal threats of financial security of the country are allocated. The problems in the sphere of the state financial security ensuring are designated. The measures for prevention and elimination of problems in the sphere of state financial security ensuring within the mechanism of counteraction to external and internal risks of the state financial security are proposed.
Conclusions of the research. In general, it is possible to make the following conclusions, proceeding from the results of the current research.
The priorities of increase in overall effectiveness of functioning of the state financial system as the leading regulating tool of the market relations are allocated. It is emphasized that implementation of target investment into the sphere of the knowledge-intensive and hi-tech production; control of inflationary processes and maintenance of the Ukrainian capital and counteraction of its "leak" abroad have to be the key priorities in this context.
The external and internal threats of financial security of the country are allocated. It is established that internal and external threats cause the corresponding number of problems in the sphere of ensuring of the state financial security.
