ПРІОРИТЕТИ ФОРМУВАННЯ БЮДЖЕТНОЇ ПОЛІТИКИ
Анотація
У статті розкрито пріоритети формування бюджетної політики, орієнтованої на забезпечення сталого соціально-економічного розвитку суспільства із врахуванням системи національних цінностей. На сучасному етапі суспільних перетворень у країні пріоритетні напрями формування бюджетної політики мають визначатись, виходячи із життєво важливих інтересів суспільства та держави, нагальних та стратегічних завдань соціально-економічного розвитку, необхідності реалізації інтересів країни у різних галузях економіки, національних економічних завдань, створення належних умов життєдіяльності та добробуту громадян. Досягнення стратегічних цілей соціально-економічного розвитку країни залежить від ступеня врахування в бюджетній політиці особливостей інституційного середовища, функціонування фінансово-економічних відносин, динаміки суспільного розвитку. Обгрунтовано, що одним із інструментів державного регулювання соціально-економічного розвитку є перспективне бюджетне планування, яке забезпечує розробку основних напрямів формування та використання бюджетних коштів на середньострокову перспективу. Ефективна бюджетна політика позитивно впиває на реалізацію завдань суспільного розвитку.

PRIORITIES FOR BUDGET POLICY
Summary
The article describes the priorities of forming a budget policy focused on ensuring sustainable socio-economic development of society, taking into account the system of national values. At the present stage of social transformation in Ukraine, the priority directions of budgetary policy making should be determined on the basis of vital interests of society and the state, urgent and strategic tasks of socio-economic development, the need to realize the interests of the country in various sectors of the economy, national economic tasks, and the creation of proper and the well-being of citizens. The strategy of social development influences the directions of budget policy formation, which in turn influences the degree of redistribution of the domestic gross product. Budget policy is formed based on the realization of national economic goals and interests of the country. Achieving strategic goals of the socio — economic development of the country depends on the degree of consideration in the budgetary policy of the features of the institutional environment, the functioning of financial and economic relations, the dynamics of social development. It is substantiated that one of the instruments of state regulation of socio-economic development is perspective budgetary planning, which ensures the development of the main directions of formation and use of budgetary funds in the medium term. Prospective budgeting creates the conditions for solving important problems of state influence on economic development. The development and implementation of fiscal policy should be based on scientifically grounded provisions and the results of the conducted studies on budget relations, which will undoubtedly strengthen the balance of public finances and create the necessary conditions and to improve the level of control of the economic processes of the country. It is proved that effective budgetary policy can have a positive effect on the realization of social development goals. Today, in the context of the need to address urgent current needs, including increasing various forms of support for the needy population, increasing levels of social assistance, high unemployment and increasing external migration of population of all ages, there is a need to develop and introduce new budgetary policy bases.
