ЗАКОРДОННИЙ ДОСВІД РЕАЛІЗАЦІЇ РЕФОРМ У СФЕРІ МОДЕРНІЗАЦІЇ СИСТЕМИ РЕГІОНАЛЬНОГО УПРАВЛІННЯ
Анотація
Перебудова державного механізму створює відповідні виклики для країни та її регіонів, особливо це стосується модернізації публічного управління в контексті децентралізації та діяльності інститутів влади. У статті розглянуто закордонний досвід реалізації реформ системи регіонального та місцевого управління на прикладі Франції та Італії. Визначено, що спільними рисами цих процесів стало дотримання низки підходів і принципів: забезпечення децентралізації і деконцентрації влади, стратегічного планування, підписання контрактів між усіма зацікавленими суб'єктами, чіткого розподілу функцій між різними суб'єктами управління, гнучкості управління, підзвітності органів влади субнаціонального рівня тощо. Результатом реалізації цих принципів стали регіональні контракти, на зразок CPER у Франції та APQ в Італії, які забезпечують сталість та прогнозованість регіонального розвитку у цих країнах.

FOREIGN EXPERIENCE IN IMPLEMENTING REFORMS IN THE SPHERE OF REGIONAL GOVERNANCE SYSTEM MODERNIZATION
Summary
The restructuring of the state mechanism poses appropriate challenges for the country and its regions, especially with regard to the modernization of public administration in the context of decentralization and the activities of government institutions. The need to improve the management of socio-economic processes in the regions today is determined by the intensification of the territories' competition for attraction and conservation of all types of resources, and the enhancement of the role of individual territories for the implementation of economic, social reforms and the formation of priorities for growth. These transformations require substantiation of directions and appropriate tools to ensure sustainable development of regions as a strategic goal of modern regional governance.
The purpose of the article is to determine the specific features and directions of reform in the field of modernization of the system of regional governance of developed countries as experience for Ukraine in the current conditions.
Most of the developed countries of the world, within the modernization of their public administration systems, have implemented a number of reforms to decentralize power and increase the effectiveness of national regional policy. The article examines the foreign experience of implementing the reforms of the regional and local government system, for example France and Italy. It was found out that the common features of these processes were adherence to a number of approaches and principles: ensuring decentralization and deconcentration of power, strategic planning, signing of contracts between all interested entities, clear division of functions between different entities, flexibility of accountability, accountability of authorities sub-national level, etc. The implementation of these principles resulted in regional contracts, such as CPER in France and APQ in Italy, which ensure the sustainability and predictability of regional development in these countries. Such contracts in developed countries can be considered as long-term mechanisms of modern regional governance. In particular, they define the framework within which partnerships between states and regions are implemented. In fact, the contracts actually cover all aspects of regional policy.
