ІСТОРИЧНИЙ ВИМІР БІОЕТИКИ В КОНТЕКСТІ СИСТЕМИ ОХОРОНИ ЗДОРОВ'Я (ПУБЛІЧНО-УПРАВЛІНСЬКИЙ АСПЕКТ)
Анотація
Терміни "аборт", "клонування", "трансплантація", "сурогатне материнство" стали частиною медицини, залишаючись, глобальною проблемою суспільства. Введення засад біоетики в систему публічного управління, зокрема в галузь охорони здоров'я є необхідною умовою виживання цивілізації та збереження здоров'я нації.
Щоб зрозуміти сучасні дискусії і різні способи бачення біоетики, необхідно розглянути з історичної точки зору розвиток етики в медицині ще до запровадження самого терміну "біоетика", який мав вагомий вплив на філософські терміни, критеріологію і на обговорення конкретних тем.
Розгляд теми базується на книзі Д. Граціа "Підвалини біоетики". З точки зору аналізу тексту, його етично-релігійної структури, історико-філософської інтерпретації ця праця є немов дзеркалом минулого, без якого важко уявити чи зрозуміти сучасне життя.
Метою статті є науково-теоретичне обгрунтування історичного виміру біоетики в контексті системи охорони здоров'я (публічно-управлінський аспект) та акцентування на важливості її засад.
Історичний шлях етичної думки в медицині можна поділити на чотири етапи: медична етика Гіппократа; богословська медична мораль; вплив модерної філософії на медичну етику; етика прав людини в Європі, передусім після Другої світової війни.
Потрібно переглянути текст Клятви лікаря України, акцентуючи на високому призначенні професії лікаря та визначенні його основної місії в збереженні життя людини, неприпустимості його припинення через аборт чи евтаназію.
Найголовнішим викликом сьогодення є збереження найвищої фундаментальної цінності — людського життя у всіх його станах, у нормі та патології.

THE HISTORICAL DIMENSION OF BIOETHICS IN THE CONTEXT OF THE HEALTH CARE SYSTEM (PUBLIC MANAGEMENT ASPECT)
Summary
The importance of the topic stems from the scale and pace of scientific and technological progress, which today has reached the limits, each time pushing the moral and ethical norms.
The terms "abortion", "cloning", "transplantation", "surrogacy" have become part of medicine, remaining a global problem of society. The introduction of the principles of bioethics in the system of public administration, in particular in the field of health care, is a necessary condition for the survival of civilization and the preservation of the health of the nation.
To understand modern discussions and different ways of seeing bioethics, it is necessary to consider from a historical point of view the development of ethics in medicine before the introduction of the term "bioethics", which had a significant impact on philosophical terms, criteria and discussion of specific topics.
Consideration of the topic is based on the book by D. Graz "Foundations of Bioethics". From the point of view of the analysis of the text, its ethical-religious structure, historical-philosophical interpretation, this work is like a mirror of the past, without which it is difficult to imagine or understand modern life.
The aim of the article is to scientifically-theoretically substantiate the historical dimension of bioethics in the context of the health care system (public-administrative aspect) and to emphasize the importance of its principles, which has the basic criteria of human well-being, dignity and unique value, preservation of life and health.
The historical path of ethical thought in medicine can be divided into four stages: 1) the medical ethics of Hippocrates; 2) theological medical morality; 3) the influence of modern philosophy on medical ethics; 4) the ethics of human rights in Europe, especially after World War II.
It is considered necessary to revise the text of the Oath of the Doctor of Ukraine, emphasizing the high purpose of the medical profession and determining its main mission in saving human life, the inadmissibility of its termination due to abortion or euthanasia.
The main challenge of today is to preserve the highest fundamental value — human life in all its states, in the norm and pathology.
