БОРОТЬБА З КОНТРАБАНДНОЮ ДІЯЛЬНІСТЮ ЯК ОДИН ІЗ ПРІОРИТЕТІВ ДЕРЖАВНОЇ ПРИКОРДОННОЇ СЛУЖБИ УКРАЇНИ
Анотація
У статті зазначено, що зростання економічної злочинності шляхом незаконного переміщення товарів через державний кордон України та контрабанди є прямою загрозою національній безпеці держави. Автором розкрито зміст нормативно-правової бази повноважень Державної прикордонної служби України (ДПСУ) у сфері протидії незаконному переміщенню вантажів через державний кордон України та протидії контрабандній діяльності. Акцентовано увагу на виявленні контрабанди цигарок — основного товару, який нелегально перетинає кордон. Простежено динаміку зростання "товарної" контрабанди із офіційних статистичних відомостей ДПСУ, зокрема щодо кількості вилученої зброї, боєприпасів, наркотичних, вибухових, отруйних речовин та товарів за 2003—2011 та за 2012—2020 рр. Зауважено, що недостатня щільність системи охорони державного кордону України зробила її транзитним пунктом для наркотиків та контрабанди вантажів.

FIGHT AGAINST SMUGGLING ACTIVITIES AS ONE OF THE PRIORITIES OF THE STATE BORDER SERVICE OF UKRAINE
Summary
The article states that the problem of the growth of economic crime, which is committed through the illegal movement of goods across the state border of Ukraine, and smuggling, which is economic terrorism against Ukraine, is a direct threat to national security. The State Border Guard Service of Ukraine is a special-purpose law enforcement body tasked with ensuring the inviolability of the state border and the protection of Ukraine's sovereign rights in its adjacent zone and the exclusive (maritime) economic zone. According to the current legislation, it is empowered to counteract the illegal movement of goods across the state border of Ukraine. So according to Art. 19, 20 of the Law "On the State Border Guard Service of Ukraine" of April 3, 2003 to the State Border Guard Service of Ukraine in accordance with the statutory powers in the field of combating smuggling, are entrusted to Art. 19 of this law. The content of the normative-legal base of powers of the State Border Guard Service of Ukraine in the sphere of counteraction to illegal movement of cargoes across the state border of Ukraine and counteraction to smuggling activity is revealed. The dynamics of growth of "commodity" smuggling from the official statistics of the State Border Guard Service of Ukraine, in particular the number of seized weapons, ammunition, drugs, explosives, toxic substances and goods for 2003—2011 and 2012—2020. The intensity of cigarette smuggling is very high, the State Customs Service of Ukraine records them daily, a similar situation on the "green border" attempts to move tobacco products, which is a daily routine of operational and service activities of the State Border Guard Service of Ukraine. It is noted that the insufficient density of the system of protection of the state border of Ukraine where transit schemes are used outside the state border checkpoints and made it a transit point for drugs and smuggling of potent and toxic substances. The main countries supplying smuggled drugs today are Iran, Colombia, Moldova, the Netherlands, Germany, Panama, Poland, the Russian Federation, Hungary, etc. For example, Poland is now one of the world leaders in the production of synthetic drugs, has well-developed economic ties with Ukraine and a long border.
