АГЕНЦІЇ РЕГІОНАЛЬНОГО РОЗВИТКУ ЯК СКЛАДОВА ІНСТИТУЦІЙНОГО ЗАБЕЗПЕЧЕННЯ РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ РЕГІОНАЛЬНОЇ ПОЛІТИКИ
Анотація
У статті представлено ретроспективний огляд інституціоналізації агенцій регіонального розвитку в Україні. Визначено, що до 2015 року спроби розбудови цієї інституції носили стохастичний та непослідовний характер. Зосереджено увагу, що враховуючи обраний Україною курс на євроінтеграцію, саме європейську модель було покладено в основу розбудови агенцій регіонального розвитку після 2015 року. Авторами узагальнено основні проблеми, виклики та перешкоди до повноцінного функціонування агенцій регіонального розвитку в регіонах країни, зосереджено увагу на необхідності розуміння шляхів підвищення конкурентоспроможності регіону та аспекти їх досягнення з орієнтацією на стейкхолдерів. Визначено ключові вектори розвитку зазначеної інституції на вітчизняних теренах задля того аби агенції регіонального розвитку могли стати центром управління стратегічним розвитком регіону, майданчиком, який дозволить прозоро і системно працювати над розкриттям у кожному регіоні власного соціально-економічного потенціалу і використання усіх наявних засобів для цього.

AGENCIES OF REGIONAL DEVELOPMENT AS AN ELEMENT OF INSTITUTIONAL SUPPORT FOR THE IMPLEMENTATION OF STATE REGIONAL POLICY
Summary
The problem of uneven development of Ukrainian regions and intra-regional disparities deepens the importance of finding special mechanisms and tools, development and implementation of policies that will ensure sustainable development of all regions of Ukraine. At the same time, the active adaptation of European practices is being actualized, which also affected the institutional support of regional development. That is why the purpose of the article is to study the features, highlight the problematic aspects of the formation of regional development agencies in Ukraine and the formation of proposals for further acquisition of RDA institutional capacity
The article presents a retrospective review of the evolution of the institute of regional development agencies in Ukraine. It is determined that until 2015 there were attempts to build this institution, however, due to a number of factors they were stochastic and inconsistent, which did not allow to talk about the existence of an effective institution of European regional development agencies. It was also determined that taking into account the course chosen by Ukraine for European integration, it was the European model that was the basis for the development of regional development agencies after 2015. The functions and purpose of existence are clearly correlated with European practices, the same can be said about the approaches to stakeholders and founders. At the same time, agencies in Ukraine do not currently operate at full capacity; The report summarizes the main problems, challenges and obstacles to the full functioning of regional development agencies in the regions of the country, focuses on the need to understand ways to increase the competitiveness of the region and aspects of their achievement with a focus on stakeholders.
The key vectors of development of this institution in the country have been identified so that regional development agencies can become a center for managing the strategic development of the region, a platform that will allow transparent and systematic work to unlock each region's own socio-economic potential and use all available means. capital; financial instruments; domestic and foreign investments, etc.
