НАСЛІДКИ ПАНДЕМІЇ COVID-19 ТА ЗАХОДИ ДЕРЖАВНОГО АНТИКРИЗОВОГО РЕГУЛЮВАННЯ

Анотація

Проаналізовано наслідки пандемії COVID-19 та заходи державного антикризового регулювання економічної ситуації в країні, визначено, що провідні країни світу вже нарощують свій економічний потенціал, але це нарощування відбувається не рівномірно.
Визначено, що в Європі застосовано заходи боротьби з COVID-19: створено "Резерв порятунку" з запасом обладнання; Греції, яка зіткнулася з припливом мігрантів, виділено € 350 млн на будівництво п'яти центрів прийняття громадян з третіх країн; створено фонд стратегічних ініціатив у розмірі € 400 млн для глобальної боротьби з COVID-19; засновано військову оперативну групу, яка в боротьбі з COVID-19 координуватиме свої дії з НАТО; призупинено дію Пакту стабільності й зростання.
Систематизовано заходи державного антикризового регулювання економіки та подолання пандемії Урядом та місцевими органами влади в Україні.

CONSEQUENCES OF THE COVID-19 PANDEMIC AND STATE ANTI-CRISIS REGULATION MEASURES

Summary

The consequences of the COVID-19 pandemic and the measures of the state anti-crisis regulation of the economic situation in the country are analyzed, it is determined that the leading countries of the world are already increasing their economic potential, but this increase is not uniform.
It has been determined that measures to combat COVID-19 have been applied in Europe: a "Rescue Reserve" with a stockpile of equipment has been created; Greece, facing an influx of migrants, has been allocated € 350 million to build five reception centers for third-country nationals; a € 400 million strategic initiative fund has been set up to combat COVID-19 globally; a military task force has been set up to coordinate its actions with NATO in the fight against COVID-19; the Stability and Growth Pact has been suspended.
Based on the analysis of empirical experience revealed some characteristics of the social model of society during the coronary crisis, in particular: resistance of certain segments of the population to quarantine measures, especially in the early stages of the pandemic, different attitudes to assessing the situation in different regions, spread of the virus, against the introduction of quarantine measures in their territory, due to insufficient understanding of the severity of the situation and the possibility of its consequences, lack of funds for both the state and local authorities to organize current measures to spread the infection.
The main components of market behavior in a pandemic are identified: flexible discipline with spreading epidemic fears, quarantine in cities, temporary panic and sluggish distance, falling general consumption, relevance of socially significant goods, "freezing" of low incomes (price sensitivity), deferred demand.
Measures of state anti-crisis regulation of the economy and overcoming the pandemic by the Government and local authorities in Ukraine are systematized. Measures to counteract the pandemic on the territory of Ukraine and overcome the consequences of the coronary crisis by central and local authorities are systematized into three groups: economic, epidemiological and institutional and legal. Examples of application of such measures in accordance with adopted laws and regulations are given.
