ОСОБЛИВОСТІ ДЕРЖАВНОГО РЕГУЛЮВАННЯ СФЕРИ ОХОРОНИ ЗДОРОВ'Я В УКРАЇНІ

Анотація

Зазначено, що процес функціонування охорони здоров'я в умовах глобалізації, втім, як і будь-якого іншого процесу, вимагає від нас формулювання основних категорій і уявлення про сутність, як охорони здоров'я, так і глобалізації. Також важливим моментом є уявлення про специфічність медичних послуг, які, по суті, ілюструють провали ринку, тобто ситуації, в яких ринковий механізм не здатний забезпечити ефективний розподіл ресурсів. У роботі представлено різні точки зору на ефективність / неефективність ринкових відносин в охороні здоров'я; вивчення досвіду країн, що використовують різні системи охорони здоров'я, є ілюстрацією представлених теорій. І, нарешті, необхідно приділяти належну увагу міждержавному взаємодії, в рамках спеціалізованих організацій охорони здоров'я (Всесвітня організація охорони здоров'я, ЮНЕЙДС та ін.). Визначено, що, крім постачальників медичних послуг, система охорони здоров'я включає також розробників, виробників і постачальників медичного обладнання та фармацевтичних препаратів. Фармацевтична промисловість у свою чергу підрозділяється на виробництво рецептурних препаратів — ethical, безрецептурних препаратів — дженериків (незапатентовані аналоги оригінальних препаратів) — generics. Окремим напрямом виступає виробництво біотехнологій, у тому числі біофармацевтики, яке найчастіше здійснюється спільно з великими фармацевтичними компаніями. Завдання медичних страхових організацій полягає в акумуляції і розподілі фінансових коштів між організаціями, що надають медичні послуги.

FEATURES OF STATE REGULATION OF HEALTH CARE IN UKRAINE

Summary

It is noted that the process of functioning of health care in the context of globalization, however, as well as any other process, requires us to formulate the main categories and ideas about the essence of both health care and globalization. Another important point is the idea of the specificity of medical services, which, in fact, illustrate market failures, ie situations in which the market mechanism is not able to ensure the efficient allocation of resources. The paper presents different points of view on the effectiveness / inefficiency of market relations in health care; the study of the experience of countries using different health care systems is an illustration of the presented theories. Finally, it is necessary to pay due attention to interstate cooperation within the framework of specialized health organizations. It is determined that in addition to health care providers, the health care system also includes developers, manufacturers and suppliers of medical equipment and pharmaceuticals. The pharmaceutical industry, in turn, is divided into the production of prescription drugs — ethical, over-the-counter drugs — generics (unpatented analogues of the original drugs) — generics. A separate area is the production of biotechnology, including biopharmaceuticals, which is often carried out in conjunction with large pharmaceutical companies. The task of health insurance organizations is to accumulate and distribute funds between organizations that provide medical services. It is emphasized that the importance of preserving the health of the population for the economic development of the country is also recognized by supporters of modern trends in the economy. For example, among other forms of capital (industrial, commercial, financial, etc.), scientists have also begun to allocate human capital. Scientists believe that all costs that increase the productive qualities and characteristics of the individual, "can be considered as an investment, because current costs are assumed that these costs will be offset many times by the increased flow of income in the future." Human capital is the productive abilities of the individual used to produce goods and services. In this case, human capital is considered as a certain stock that produces labor services. And this stock consists of two parts. The first includes the qualities and abilities of the person involved in the production of human capital itself. The second -represents "services that are offered on the market and are an investment in the production of other items and services." The main activities include school education, on-the-job training, health promotion, etc., each of which is an investment activity that develops human capital. And the costs that determine the future monetary and material income are regarded as investments in human capital. The concept of "time" is not considered as an investment in the individual, but as a unit of human activity.
