ЗАРУБІЖНИЙ ДОСВІД ДЕРЖАВНОЇ ПІДТРИМКИ АГРОПРОМИСЛОВОГО КОМПЛЕКСУ
Анотація
Агропромисловий комплекс є найважливішим сегментом економіки багатьох країн світу. До їх числа можна віднести практично всі країни Європейського Союзу, Австралію, Бразилію, Індію, Китай, В'єтнам, Японію, Великобританію і США. Всі ці країни значну увагу приділяють розвитку аграрного сектора і управління в цій області в більшій мірі направлено на досягнення кінцевих цілей, які визначені заздалегідь і пов'язані з досягненням запланованих показників.
У статті висвітлено досвід державної підтримки сільськогосподарських організацій розвинених країн. Основну увагу приділено наступним аспектам державної підтримки сільськогосподарським організаціям: 1. Вартісне регулювання продуктів аграрного сектора. 2. Пряме субсидування сільського господарства. 3. Кредитно-фінансова підтримка сільськогосподарської галузі. 4. Податкове регулювання та системи пільгового оподаткування в сільському господарстві.
У результаті дослідження дійшли висновку про необхідність застосування зарубіжного досвіду в поєднанні з українськими особливостями державного регулювання і підтримки сільськогосподарських організацій.

EXTERNAL EXPERIENCE OF PUBLIC SUPPORT OF AGROINDUSTRIAL COMPLEX
Summary
State regulation of agricultural organizations in industrialized countries is a problem that encompasses a system of economic mechanisms and approaches that provide a certain level of profit to agricultural producers that regulate the import and export from the country of agricultural products. The actions of the budget management of the sector's economy differ from other major variations in the application of economic and financial mechanisms. This is primarily due not only to the peculiarities of agricultural production in the country, but also to the position of the state on the world food market, the level of economic development and production, etc.
Objective: To study the foreign experience of supporting the agro-industrial complex at the state level in order to develop effective recommendations for improving the mechanisms of state regulation of the agrarian sector of the economy in Ukraine.
In developed countries, state regulation of agriculture is carried out for the following purposes: to promote the application of scientific progress, to promote more efficient production and to increase the efficiency of the use of labor and other resources to increase productivity.
The agro-industrial complex is the most important segment of the economy of many countries of the world. These include almost all countries of the European Union, Australia, Brazil, India, China, Vietnam, Japan, the United Kingdom and the United States. All these countries pay much attention to the development of the agrarian sector and management in this area is more focused on reaching the goals, which are defined in advance and related to achievement of the planned indicators.
The article covers the experience of state support of agricultural organizations of developed countries.
The main attention is paid to the following aspects of state support to agricultural organizations: 1. Value regulation of products of the agrarian sector. 2. Direct subsidization of agriculture. 3. Credit and financial support of the agricultural sector. 4. Tax regulation and preferential tax systems in agriculture.
The conclusion reached the conclusion about the necessity of using foreign experience in conjunction with Ukrainian peculiarities of state regulation and support of agricultural organizations.
