ТЕНДЕНЦІЇ ТА ОСОБЛИВОСТІ ФУНКЦІОНУВАННЯ МАШИНОБУДУВАННЯ УКРАЇНИ
Анотація
За допомогою відібраних ключових економічних показників проведено аналіз стану, тенденцій функціонування машинобудування України. Зокрема, виявлено: нестабільну, негативну динаміку і падіння обсягів виробництва; стрімке зменшення обсягу та частки реалізованої інноваційної продукції; значне зменшення кількості виробів повної збірки, незначний обсяг виробництва високотехнологічної продукції, зменшення капітальних інвестицій і високий ступінь зносу матеріальних активів, вкрай низьку продуктивність праці, швидке зменшення кількості зайнятих працівників, порівняно низьку заробітну плату, погіршення зовнішньоекономічного балансу. Розглянуті економічні тренди оцінено як деструктивні системні зміни, що можуть суттєво відобразитись на діяльності як самого машинобудування та економіки країни загалом. Підкреслено, що критичний стан вітчизняного машинобудування, окрім військової та гібридної агресії РФ щодо України із відповідними наслідками, спричинений тривалою пасивністю держави у розвитку цього промислового сектора. Запропоновано способи подолання негативних тенденцій у вітчизняному машинобудуванні.

TRENDS OF FUNCTIONING OF MECHANICAL ENGINEERING OF UKRAINE
Summary
Mechanical engineering of Ukraine has sufficient production, resource potential and human capital to effectively operate and meet the needs of the economy with all the necessary range of machine-building products.
However, over the past thirty years, and especially since 2008 and 2014, the domestic engineering industry has undergone a number of destructive systemic changes that have had a dramatically negative impact on its economic results, organization and forms of activity, competitiveness, manufacturability and product innovation.
In particular, in the analytical part of the study revealed: unstable, negative dynamics and falling production volumes; rapid decrease in the volume and share of sold innovative products; the number of complete assembly products decreased significantly, insignificant volume of high-tech production, reduction of capital investments and high degree of depreciation of tangible assets, extremely low labor productivity, rapid decrease in the number of employees, relatively low wages.
It is emphasized that the critical state of the domestic engineering industry, in addition to the military and hybrid aggression of the Russian Federation against Ukraine with the corresponding consequences, is caused by the long-term passivity of the state in the development of this industrial sector. The opinion is expressed that overcoming the negative trends in the domestic engineering industry requires the development and implementation of a law or a set of interconnected and agreed and consistent regulations aimed at the development, restoration of domestic engineering in general and all, without exception, its production (cars, trucks, buses, urban, railway transport, municipal special equipment, means and equipment for the agro-industrial and energy complex, household appliances, rocket and space and defense-industrial products, ships, etc.). When choosing instruments of economic incentives, it is proposed to go beyond compliance with the percentage of localization of production in public procurement of certain machine-building industries or compensation for the cost of manufactured or purchased agricultural machinery and interest on loans, government orders, soft loans. It is suggested that more economically rational, from the standpoint of national interests, instead of partial compensation of 25% of the cost of agricultural machinery of domestic producers, to establish, organize, finance, order production of key parts, imported processes, and production of which in Ukraine can significantly reduce technical costs and characteristics of the final products and, thus, increase their price and technical competitiveness in the domestic market.
