ЕКОНОМІЧНИЙ РОЗВИТОК У ПОВОЄННИЙ ПЕРІОД В УКРАЇНІ: ЗАГАЛЬНІ АСПЕКТИ

Анотація

У статті запропоновано логіка економічного відновлення економіки України у повоєнний період. Зазначається, що для економічного розвитку країни потрібна середньострокова програма, яка у свою чергу буде опиратися на конкретний план економічного відновлення. Компонентами окресленої програми, які мають стати опорою структурних економічних змін, є: розвиток високотехнологічних кластерів; розвиток людського капіталу; розвиток енергетики; розвиток інфраструктури; розвиток АПК. Також запропоновано низку середньотермінових заходів щодо відновлення виробничого потенціалу країни у таких сферах, як: управління державними виробничими активами; підтримка інноваційної діяльності; монетарна; фіскальна; державних закупівель; науки і освіти; дерегуляції економічної діяльності та спрощення податкової системи; демонополізації окремих сфер економіки; виробництва товарів з високою доданою вартістю; підтримки експорту; сприяння фінансуванню виробничих фондів.

ECONOMIC DEVELOPMENT IN THE POST-WAR PERIOD IN UKRAINE: GENERAL ASPECTS

Summary

The current economic situation in Ukraine requires urgent measures that would allow us to enter the trajectory of economic recovery. To this end, it is necessary to pursue a pragmatic economic policy aimed at sustainable social development based on the principles of the rule of law and social justice. Public economic policy should focus on identifying fundamental market failures and encouraging market players, correcting development imbalances and balancing income imbalances. State intervention should neither distort economic laws, nor replace market mechanisms, nor compensate for private losses at the expense of other taxpayers.
The article proposes the logic of economic recovery of Ukraine in the postwar period. It is noted that the country's economic development requires a medium-term program, which in turn will be based on a specific plan for economic recovery. The components of the outlined program that should support structural economic change are: development of high-tech clusters; human capital development; energy development; infrastructure development; development of agro-industrial complex. A number of medium-term measures to restore the country's production potential includes such spheres as: management of state production assets; support for innovation; monetary; fiscal; public procurement; science and education; deregulation of economic activity and simplification of the tax system; demonopolization of certain spheres of economy; production of goods with high added value; export support; assistance in financing production assets.
Ukraine needs to go through a rather difficult path to economic recovery and development in the post-war period, due to the scale of the tasks to be solved in the face of a shortage of resources. It should be noted at once that Ukraine will be able to achieve significant economic changes and revival only with the help of the world community. Therefore, in the postwar period, the most important task facing the government, NGOs, volunteers and other participants in social processes in Ukraine will be to find and attract a variety of resources that can be used for economic recovery, construction of new production and research facilities, economic recovery. to a new quality level, etc.
