ІНФОРМАЦІЙНО-КОМУНІКАЦІЙНІ ТЕХНОЛОГІЇ В ПУБЛІЧНОМУ УПРАВЛІННІ МІСЦЕВИМИ ФІНАНСАМИ: СТАН ТА ПЕРСПЕКТИВИ РОЗВИТКУ
Анотація
Розкрито сутність та зміст використання інформаційно-комунікаційних технологій в публічному управлінні місцевими фінансами, визначено особливості організаційно-правового закріплення використання таких технологій. Досліджено основні завдання, на вирішення яких покликані інформаційно-комунікаційні технології в публічному управлінні місцевими фінансами. Аналізуються основні проблеми реалізації доступу всієї без винятку територіальної громади до процесу управління місцевими фінансами з використанням інформаційних технологій. Визначаються подальші перспективи розвитку технологічних можливостей процесів доступу громадян та суб'єктів господарювання до процесу управління місцевим економічним розвитком. Зроблено висновок, що на сьогодні відсутня реальна можливість впливу громади на формування місцевих бюджетів. Потребує запровадження єдиної інформаційно-комунікаційної платформи, в межах якої відбуватиметься формування програмно-операційних можливостей та програмних надбудов у системі доступу до кожного окремого напряму реалізації функцій публічного управління місцевими фінансами.

INFORMATION AND COMMUNICATION TECHNOLOGY IN PUBLIC ADMINISTRATION OF LOCAL FINANCES: A STATE AND DEVELOPMENT PERSPECTIVES
Summary
The research has revealed the essence and content of the implementation of information and communication technology in public administration of local finances. The peculiarities of institutional and legal consolidation of such technologies usage are also determined. The article has also studied main tasks to solve which is necessary to implement information and communication technology in public administration of local finances. Key problems of access realization to the administration process of local finances with the usage of information technologies are analyzed. Further perspectives of the technological capacity development of the processes of citizens and economic entities' access to the process of public administration of local finances are determined. It has been stated that a modern state of the development of public administration of local finances undergoes the search for new directions in the optimization of the redistribution system of local finances. Besides, it goes through the formation of new social and political, social and economic potential of the administration system development of local finances and the identification of new mechanisms for budget policy realization in the context of local self-government organization. It has been stated that at the legislative level, it is rather difficult to provide fully the development of e-governance. It is explained by the fact that the technology development is happening faster than the state's capacity to adopt corresponding legal and regulatory instruments, which regulate the implementation of certain electronic platforms or program possibilities for the development of citizens' enhanced access to the process of public administration of local finances. The research has concluded that there is a lack of a real opportunity to influence the formation of local budgets. It is also appropriate to introduce a single information and communication platform within which the formation of the program, operational capacities, and program superstructures in the access system to every particular direction of the realization of the functions of public administration of local finances will be happening.
