ЗАРУБІЖНИЙ ДОСВІД ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ АНТИКОРУПЦІЙНОЇ ПОЛІТИКИ В КОНТЕКСТІ ЗАБЕЗПЕЧЕННЯ ЕКОНОМІЧНОЇ БЕЗПЕКИ
Анотація
Статтю присвячено питанням реалізації антикорупційної політики в зарубіжних країнах. Визначено основні причини корупції в країнах ЄС. Проаналізовано ключові принципи формування та реалізації антикорупційної діяльності у Німеччині, Великобританії, Румунії, Данії, Швеції, Нідерландів. Визначені основні характеристики спеціальних антикорупційних органів згідно з міжнародними стандартами. Проведено узагальнену оцінку масштабів поширення корупції за допомогою Індексу сприйняття корупції та визначено, що для підвищення рейтингу України необхідними кроками мають стати: запровадження прозорого та підзвітного управління об'єктами держвласності та гарантування подальшого розвитку сфери закупівель; забезпечення незалежності та спроможності антикорупційної інфраструктури, формування незалежної та професійної судової влади. Зроблено висновок про необхідність і важливість врахування зарубіжного досвіду запобігання корупції для здійснення антикорупційної політики в Україні в контексті забезпечення економічної безпеки з урахуванням вітчизняних політичних, економічних, соціальних, культурних умов, національних традицій. Визначено напрями, які необхідно враховувати в процесі формування та реалізації принципів антикорупційної політики в Україні в контексті забезпечення економічної безпеки

FOREIGN EXPERIENCE IN THE FORMATION AND IMPLEMENTATION OF ANTI-CORRUPTION POLICY IN THE CONTEXT OF ECONOMIC SECURITY
Summary
The article is devoted to the implementation of anti-corruption policy in foreign countries. The main causes of corruption in the EU countries have been identified. The key principles of formation and implementation of anti-corruption activities in Germany, Great Britain, Romania, Denmark, Sweden, and the Netherlands are analyzed. The main causes of corruption in the EU countries are highlighted: high levels of binding social capital, dynamic changes in the international economic environment, the decline in the role of the state and the public sector due to privatization.
The main characteristics of special anti-corruption bodies according to international standards are determined. A generalized assessment of the scale of corruption with the help of the Corruption Perceptions Index was conducted and it was determined that the necessary steps to increase Ukraine's rating should be: introduction of transparent and accountable management of state-owned objects and guarantee further development of procurement; ensuring the independence and capacity of the anti-corruption infrastructure, the formation of an independent and professional judiciary. It is concluded that it is necessary and important to take into account foreign experience in preventing corruption for the implementation of anti-corruption policy in Ukraine in the context of economic security, taking into account domestic political, economic, social, cultural conditions, national traditions.
It is determined that in the process of formation and implementation of the principles of anti-corruption policy in Ukraine in the context of economic security should take into account such areas as: support of anti-corruption measures of the state by civil society institutions; increasing the level of efficiency of the judiciary in the fight against corruption offenses; regulation of criteria for the development of job descriptions for civil servants.
Prospects for further research in this area are to identify priority areas for reforming the mechanism of public administration to prevent corruption in public authorities in Ukraine in the context of economic security.
